The Former President's Woke Alarm Misses Europe's Real Danger: Economic Stagnation.

The recent US national security strategy presents a flawed assessment of the European Union. It claims that open-border policies and what it terms "progressive" agendas pose an existential threat to European civilization. Yet, this perspective rests on a serious misreading of the situation. The actual challenge facing the EU is not societal but economic and technological lag.

The Stark Economic Gap Separating Europe and the US

The data paint a stark contrast. Between 2008 and 2023, American economic output surged by eighty-seven percent, compared to a mere thirteen and a half percent increase for the EU. During this period, European income per person fell from 76.5% to just half of the American figure. Strikingly, even the poorest US state now boasts a higher per capita income than major EU nations like France and Italy.

Today, roughly half of the global top fifty technology firms are US-based, while only four are from Europe.

The Innovation Shortfall: A Critical Question

The growing economic gap stems from superior efficiency gains in the United States, largely due to technological innovation and better use of resources. The landscape of world technology leadership is overwhelmingly American. In the last fifty years, hundreds of American startups have grown into companies valued at over $10bn, compared with only fourteen in Europe.

This gap raises a vital issue: As the competition for future industries like AI, semiconductors, and quantum computing, what is the EU positioned? Most analysts agree it is largely a contest between two involving the United States and China, with European nations entering at a clear disadvantage.

Root Causes of Europe's Innovation Gap

A number of key reasons explain this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile network for funding startups. Europe still lacks a genuine unified investment market, which caps the scale of new firms.
  • Regulatory Fragmentation: Complex and divided rules hamper Europe. A US startup can introduce a product under a single set of laws to access a market of hundreds of millions. The EU, despite a larger population, is divided among 27 different national systems, creating huge internal barriers.
  • Mindset Differences: Views on risk-taking differ sharply. In some EU nations, business failure was once met with stigma, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in defense has eroded its ability in breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

Despite these hurdles, there are reasons for optimism. European leaders are growing more conscious of the severe threat and have begun to advance serious reform. Key reports on EU competitiveness and the single market highlight the necessity of sweeping reforms.

With the right incentives and regulatory reforms, Europe's strengths could support far greater levels of commercial innovation.

The continent still possesses considerable strengths: high-quality human capital, top-tier schools and universities, and world-class labs. Alongside a large internal market and substantial household savings, these elements could trigger a new wave of venture creation.

Importantly, even if Europe does not become the leader in developing cutting-edge technologies, it can still dramatically boost productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

The European Union now stands at a critical crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been gradual. However, without decisive action to tackle its deep-seated problems, today's gradual weakening could give way to a rapid and permanent loss of world influence.
